Sorry, Arjan, I'll stop being cheeky. Truth is, the poem moves past her too quickly to learn anything more. It ends on the —? because the whole poem is a question, a wondering in a wander. Something was almost understood, and her uplifted arms were a part of that.
What a strikingly accurate evocation of the Olympic Peninsula, mossy towns, oyster shuckers, topless bars and all. I lived in the PNW for many years and visit whenever possible.
Love this one. The scenery is gripping. But what does the lady want?

That figure approaching. You end with "What does she want -?"
So, I assume it's a lady.
But it may be my interpretation that's missing some beats.

I really like this poem, as wondering and wandering is something I like to do daily.
